2023 Legislative Session Begins: 3 Initial Bills and a New Role

Hello friends -

The 2023 legislative session is off and running! I’m excited to be back as your representative for my second term. It’s particularly exciting to be back as we are fully in person in Montpelier this session after two years of being mostly virtual.

I’m back on the House Commerce and Economic Development Committee this session. This committee covers a lot of ground including, workforce development and training programs, business development and formations, financial institutions, property and casualty, life, and captive insurance, securities, unemployment and workers’ compensation insurance, consumer protection, and other similar policies.

This biennium, I have been elected by the Vermont House Progressive Caucus to be our House Caucus Leader. Last biennium, I served as the Assistant Leader for the caucus. In this leadership role, I can advocate for my Progressive colleagues for committee assignments and special appointments, will advise the Speaker of the House on protocol and process and will mentor and support my Progressive House colleagues. Our caucus held our first press conference to share our biennium priorities. You can read those priorities here. I will also be returning as a member of multiple issue caucuses including the Social Equity Caucus, Women’s Caucus and Working Vermonter’s Caucus.

I’m excited to introduce many bills this session. This will include a firearms bill that will work to increase gun safety and gun control through implementing a waiting period and secure storage regulation, an abortion access bill that would regulate crisis pregnancy centers in Vermont and help increase access and financial support for low income Vermonters seeking an abortion, and an unemployment bill that will expand the eligibility for unemployment benefits to benefit more Vermonters. The bills will be introduced within the next week and will be assigned a number and be able to be read/tracked online.

I will be offering an in-person constituent meeting once a month during the session. The last Sunday of the month from 11am-12pm at the Bagel in the Ethan Allen Shopping Plaza. The first meeting will be Sunday, January 29th. The other dates will be February 26th, March 19th (3rd Sunday for March!), and April 30th. You can also connect with me at most Neighborhood Planning Assembly (NPA) meetings each month (dependent on their agenda). The Ward 4/7 NPA meets on the 4th Wednesday of the month at the Miller Center, 130 Gosse Court, and Ward 2/3 NPA meets on the 2nd Tuesday of the month at the Old North End Community Center, 20 Allen Street. You can also follow along for more regular updates on social media on Instagram, Facebook or Twitter at @staterepemma.

I’m excited to be representing you again this session. Please reach out to me to discuss any questions or concerns you may have or ideas you would like to propose to me. Thank you!

Peace,

Emma Mulvaney-Stanak
